Currently under construction has been operational since 1993 by the JF Ledesma Foundation, a non-governmental and social development organization in partnership with SKAT-Switzerland and MISEREOR-Germany supporting the technical and financial requirements of the project. The project operationalization was also working in collaboration with National and Local Government Units, the private sector and community organizations. These strong project linkages have contributed to the nationwide advocacy for the improvement of a shelter programme for marginal and low-income sectors and development of best practices in socialised housing nationwide. The JFLFI had adopted several reinforcing strategies to mobilize the resources needed for the project. These included accessing resources from various sectors, fund leveraging and internal resource generation. Financial resources were largely from international donors, both bilateral and NGOs whose priorities were similar to those of the project. These were then used to leverage funds from governmental institutions, providing financial support for socialised housing and shelter. Technical equipment was supplied by local and international organizations engaged in similar activities. Local expertise and human resources needs for the construction and material production came from the cooperative communities who were trained and organised by the Foundation.
